XPS 13 993 haswell GPU not idling correctly

I have a xps 13 933 haswell i5 8gb ram. It appears that the gpu is not idleing down properly and it is causing extra heat and reduced battery life. To verify this you'll need the latest version of GPU-Z ver 0.7.7 go to the Sensors tab and see GPU Core Clock - it should read at 600 mhz or 1000 mhz. Under windows power options goto Intel graphics settings, there you have 3 options : Max battery life, Balanced or Max Performance. Under max performance option gpu clock will go up to and idle at 1000 mhz, but here is the problem under the other 2 options gpu clock will only idle at 600 mhz and nothing else. Haswell gpu has the ability to idle at 200 mhz and it seems something is preventing it from idling at that speed. I verified the gpu has the ability to go down to 200 mhz by unpluging power cable from the lap top so it will go from plug-in mode to battery mode and you'll see gpu clock temporary drop down to 200 mhz and then back up to 600 mhz. So the problem seems to be either BIOS or Speedstep that is preventing the gpu from idling down to 200 mhz.
