I can't update graphic driver on Dell 15r N5010

i used to update my graphic card using amd catalyst software but recently that i wanted to update it after about a year i couldnt . i had to update it using device manager . i had "12-6-legacy_vista_win7_64_dd_ccc_whql" setup on hard disk and downloaded "13-9-legacy_vista_win7_64_dd_ccc_whql" setup using amd driver downloader but they both didn't work . i am running win7 sp1 x64  . after each unsuccessful installation i removed the catalyst program by these steps :
