Problems with Windows 8, Dell Vostro 3560 with Switchable Graphics and the Video App

So, I have recently rolled back to Windows 7 after I ran into a peculiar issue with Windows 8 Pro 64Bit and the Radeon 7670m Switchable card in my Dell Vostro 3560.

After doing the upgrade and installing the drivers found on the Dell Website for Windows 8 and my laptop, everything works as advertised.  Games use the performance boost and I can select via the catalyst control panel which card to use.  However, when I go to the Windows 8 Tile for Video and try to play a video that I have purchased via my Xbox Live account, I get an error that the video is not in the region of my account.  However, if I uninstall the catalyst control panel and all AMD drivers and just use the Intel video drivers, the videos play just fine.  It only happens when I install those catalyst drivers from the Dell driver page.

I tried to go to AMD to get drivers, but they refuse to install because it says that my card is not supported by AMD and that I have to go to the laptop manufacturer to get the drivers.

Everything else works as advertised.  Games get a boost with the Catalyst drivers installed and I get no errors bar this weird glitch with the Video App on the Metro UI side.  Games App, Music app and the rest work and I never get the out of region issue.  Only with the Video App.

I am posting this here, because while it may be an issue with Windows 8, I can deduce through uninstallation that the error is centered around the AMD drivers that Dell is providing on the website.  I cannot get drivers from another site, so I figured I would point the issue out here.  I have submitted a ticket to Microsoft, but I assume that they will point the finger at either AMD or Dell and the fact that I cannot get drivers from AMD directly, I would look to Dell for a possible fix.
