Catalyst Controle Center Won't Start

Hi I have Dell Inspiron 15r 5521. ( Service tag <ADMIN NOTE: Service tag removed per privacy policy> ). Both Intel(R) HD 400 and AMD Radeon 8730M is installed along with other drivers from dell.com website using service tag. I also had .net Framework 4.5 installed. I tried installing uninstalling the drivers several time but can't get the CCC to start. Help Please.
