Winodws 8.1 issue with 4k screen resolution

I just bought DELL Inspiron 7548 that supports 4k resolution. I found out that the entire UI in Windows 8.1 is not really suited with this kind of new resolution so I assumed this is because Windows 8.1 has not supported this resolution yet. Thus, I have two questions:

1. Hopefully, will Windows 10 be supporting 4k display?

2. Is there any temporary workaround to my display until this issue gets fixed?
