Latitude e6420 bizarre display issue

This has happened on two separate laptops and I am at a loss on what it could be.


Anyway, this happens after Windows boots, which makes me think maybe it's the driver. It does not happen in the BIOS and it sometimes doesn't happen if it has been off for a while, which makes me think heat issue. The screen itself is not damaged or cracked in any way that I can tell. Like I said earlier, this is the second e6420 that this exact issue has occurred with.

Has anyone seen this or anything like it before? Is it the gpu itself or a driver issue? If someone could perhaps enlighten me to the nature of this issue I would much appreciate it.
